The South African Property Owners Association (SAPOA) has initiated legal proceedings against the City of Johannesburg, contesting a recently enacted by-law that governs the operation of privately owned CCTV systems monitoring public spaces.
Implemented in February 2025, the by-law mandates that footage captured by private surveillance cameras facing public areas cannot be shared by property owners or security providers without prior authorization from municipal authorities. SAPOA contends that this regulation infringes upon property rights and hampers collaborative efforts between private entities and law enforcement agencies in combating crime.
