Parole is not guaranteed and hinges on Parole Board recommendations to the Minister of Correctional Services, evaluating rehabilitation, behavior, crime severity, victim input, and societal risk. Release allows supervised reintegration if the prisoner demonstrates no ongoing threat, balancing punishment with reform.​
